Developer Billbergia has submitted plans for a 48-storey residential tower in Rhodes that aims to set new sustainability benchmarks.

The State Significant Development Application for ‘Harmony – Rhodes Central East’ is one of the first lodged under NSW’s recent affordable housing reforms.

Located at 9-13 Blaxland Road, the mixed-use tower will feature 313 apartments and target a 7.4 Star NaTHERS sustainability rating.

GroupGSA architects designed the building as a “vertical forest” with an innovative biophilic facade.

The project will include 424 square metres of communal space for residents, including a dining area and rooftop infinity pool.

Saul Moran, Development Director at Billbergia, said the plans align with government goals for the precinct.

“Harmony reflects our commitment to helping connected communities grow through affordable transport-oriented housing, supported by amenities and essential infrastructure,” Moran said.

At least 15% of the gross floor area will be dedicated to affordable housing for low-income households and essential workers.

This allows for bonus floor space and increased height of up to 30% under the state’s infill housing reforms.

Lisa-Maree Carrigan, Director at GroupGSA, said the project sets a new standard for affordable and mixed-tenure developments.

“We’re thrilled and proud to have designed a mixed tenure building that embodies such inclusivity and sets a benchmark for equity in urban development,” she said.

The tower will incorporate various sustainability features, including solar power, efficient lighting and air-conditioning, and smart building sensors.

It will also deliver 428 square metres of open space and a 1,537 square metre landscaped area to enhance connectivity to Rhodes train station.

Billbergia has been active in Rhodes for over 15 years, previously delivering projects like Rhodes Central Shopping Centre and Bennelong Bridge.

The developer is currently constructing an $85 million community recreation centre and childcare facility set to open in 2025.
